V22 Investments LLC, the project applicant for the proposed Elsinore Heights Industrial Project, has requested to withdraw the optional data center use from the project.
The request follows recent concerns from Lake Elsinore residents, who spoke at City Council meetings about the potential data center’s water use, electricity demand, noise and other impacts.
In a letter sent to the city Aug. 20, V22 Investments LLC asked that the data center use be removed from the project application and no longer be analyzed in the Environmental Impact Report that is currently being prepared for the project.
According to Nicole Dailey, a representative of V22 Investments LLC, the company decided to request the change in light of the concerns raised by the community. She said the company wanted to be responsive to those concerns and felt that withdrawing the data center from the application would be the best option for the project.
The request still needs to be addressed with the city. V22 Investments LLC’s letter to the city says the company is scheduled to meet with the city Aug. 31 to confirm implementation of the change and discuss the best path forward.
The letter, signed by V22 Investments LLC Managing Partner Robert Esposito, also thanked the City Council, city staff and community members who have participated in discussions about the project.
“We appreciate the City Council, City staff, and community members who have taken the time to engage in this discussion and share their feedback,” the letter states. “We value the patience and professionalism demonstrated throughout this conversation.”
V22 Investments LLC said it remains committed to working with the city on a project that supports Lake Elsinore’s long-term vision and provides community investment.
The requested withdrawal applies only to the potential data center use and does not withdraw V22 Investments LLC’s overall Elsinore Heights Industrial Project application.

Honorable Mayor and Members of the Lake Elsinore City Council and Lake Elsinore Planning Commissioners,
We, the undersigned homeowners of Alberhill Ranch, are writing to express our strong and unified opposition to any zoning changes in the Alberhill area that appear to be driven by developer pressure rather than community need.
For years, residents have been told that Alberhill Ranch was planned as a stable, residential community—a place where families could invest their savings, raise children, and build long‑term roots. Now, developers are pushing for zoning amendments that would introduce industrial or high‑impact commercial uses directly adjacent to our homes. These proposals serve private profit, not public interest.
We want to be absolutely clear:
We will not accept zoning changes that sacrifice our neighborhood to satisfy developer demands.
The City’s responsibility is to its residents—not to outside developers seeking to maximize revenue at the expense of our quality of life.
The proposed zoning shifts would bring:
Heavy truck traffic and diesel emissions near homes and schools
Noise, pollution, and safety hazards incompatible with residential living
Declining property values for thousands of families
Permanent damage to the character and livability of Alberhill Ranch
These impacts are not hypothetical. They are guaranteed consequences of allowing industrial creep into established neighborhoods.
Developers chose to buy land knowing the zoning. Homeowners bought homes relying on the zoning. Only one group is being asked to absorb the consequences—and it’s not the developers.
We urge the City Council to demonstrate leadership by:
Rejecting all zoning amendments that conflict with existing residential uses in Alberhill.
Refusing to allow developer influence to override the needs and rights of current residents.
Protecting the integrity of the City’s planning documents, which homeowners relied upon when making major financial decisions.
Engaging directly with Alberhill residents before considering any future land‑use changes affecting our community.
We expect the City to uphold its commitments, honor its planning vision, and protect the families who already live here. We will continue to organize, speak out, and mobilize until Alberhill Ranch is safeguarded from harmful, developer‑driven zoning changes.
