Public meeting on I-15 Nichols Road Interchange Project set for Oct. 28

Lake Elsinore residents can learn about proposed changes to the I-15 and Nichols Road interchange and share their thoughts at a public meeting Oct. 28.

The meeting will run from 5 to 7 p.m. at the Lake Elsinore Cultural Center, 183 N. Main St. Residents can stop by anytime during those hours to learn about the project and review the construction options being considered. The meeting will be accessible to people with disabilities, and Spanish interpretation will be available.

The public scoping period runs through Nov. 12. Those who cannot attend the meeting can submit comments or questions by email to I15.Nichols.Interchange.Project@dot.ca.gov.

The city is working with the California Department of Transportation to look at ways to improve traffic flow and safety around the interchange as Lake Elsinore continues to grow.

According to the project webpage, proposed changes may include widening the Nichols Road bridge over I-15, rebuilding freeway ramps, improving nearby intersections, adding a potential I-15 auxiliary lane and building sidewalks, crosswalks and bike lanes. The project is also considering a new bridge over Temescal Creek to help improve access during storms and address flooding. The creek’s existing low-water crossing closes several times a year during major storms.

Three build alternatives are being considered for the interchange, along with a no-build option that would leave the interchange as is.

One build option, called the Diamond Interchange, would keep the interchange’s current configuration while widening the freeway ramps and making roadway, pedestrian and bike improvements along Nichols Road.

Another alternative, called the Diamond Interchange with Loop Off-Ramps, would include all the same improvements as the first build option, plus northbound and southbound loop exit ramps to separate eastbound and westbound traffic movements from I-15.

The last alternative, called the Diverging Diamond Interchange, would replace the existing interchange with a diverging diamond interchange and maintain the existing ramp alignment.

The project is in the Project Approval and Environmental Document phase. During this phase, the project team is evaluating the build options, analyzing potential environmental impacts and considering public input. The project website says updates, meeting notices, environmental documents and opportunities for public input will be shared as the project reaches key milestones.

The project is currently funded for environmental studies and project development, but additional funding will be needed for final design and construction. Environmental studies and technical analysis are expected to continue through 2029, with completion of the environmental review process anticipated in 2030. Construction has not been scheduled and will depend on future funding and project approvals.
